Job description
About the Role
This role is responsible for strengthening the commercial, procurement and asset governance of the SEAO Project & Design function. It translates regional priorities into structured sourcing strategies, CAPEX visibility, cost benchmarks, vendor performance frameworks and asset lifecycle controls. The position works across country Project Managers, Retail, Finance, Procurement, Global Retail Environment (GRE), suppliers and business partners to improve cost efficiency, speed-to-market, quality and return on investment while protecting PUMA brand standards.
Key Responsibilities
- Develop and maintain the SEAO commercial strategy for retail project development, aligned with regional business priorities and the Project & Design operating model.
- Establish regional governance frameworks for CAPEX planning, procurement, sourcing, asset utilisation and commercial performance, and consolidate country requirements into regional sourcing priorities, resource plans and forward-looking procurement strategies.
- Prepare decision-support analysis, business cases and recommendations for the Senior Head and relevant management stakeholders, escalating material commercial risks and cost pressures with clear options.
- Develop and maintain regional sourcing strategies and approved vendor and supplier frameworks for construction materials and specialist services.
- Coordinate competitive tendering, quotation comparisons, rate-card development and commercial evaluations with country teams and Procurement, ensuring transparent and policy-compliant processes.
- Establish cost benchmarks, standard specifications and comparable rate databases by market, store format and scope of work.
- Lead regional vendor performance reviews covering cost, quality, delivery, service, compliance and capacity, recommending corrective actions or vendor development where required.
- Support the development and review of project CAPEX estimates, cost plans and portfolio forecasts, monitoring committed, forecast and actual expenditure and analysing variances, cost drivers and emerging exposure across the SEAO portfolio.
- Drive value engineering and cost optimisation initiatives without compromising safety, functionality, durability or GRE and PUMA brand standards, and support post-project cost reviews to improve future budgeting accuracy.
- Establish a regional approach to asset lifecycle management, defining practical controls for ownership records, location, condition, movement, storage, maintenance and write-off, and identifying opportunities for reuse, refurbishment, redeployment and responsible disposal.
- Own regional reporting on procurement performance, CAPEX trends, vendor performance, asset utilisation and commercial initiatives, maintaining accurate and auditable records of benchmarks, tender outcomes, vendor assessments, approvals and asset movements.
- Work closely with country Project Managers, Store Design, Retail, Finance, Procurement, GRE and external partners to align priorities and resolve cross-market dependencies, driving continuous improvement through standard templates, playbooks, process simplification and knowledge sharing.
Required Experience & Qualifications
- Bachelor's degree in Quantity Surveying, Project Procurement, Business, Civil Engineering, Architecture or a relevant field of study.
- A minimum of 7 years of experience in procurement, commercial management, quantity surveying, retail project development or a related field.
- Proven experience in sourcing, tendering, vendor management and cost benchmarking.
- Understanding of retail construction, fixtures, materials and store development processes.
- Advanced proficiency in MS Excel and PowerPoint, with strong analytical and reporting capability.
- Experience with CAPEX models, cost databases, dashboards and procurement systems.
- Working knowledge of construction BOQs, specifications, tender documentation and commercial evaluation.
- English and local language skills.
Preferred Skills
