ABOUT THE IPC

The IPC is a purpose-driven non-profit member association. At the IPC, we work as one team, aligned and focused on fulfilling our vision and mission.

ABOUT THE TRIBUNAL

The Independent Anti-Doping Tribunal (Independent Tribunal) was established by the IPC for the purpose of hearing and determining anti-doping rule violations and other related matters in accordance with the IPC Anti-Doping Code and the Procedural Rules of the Independent Tribunal.

 

ABOUT THE ROLE(S)

The IPC requires members of the Independent Tribunal from both legal and sports backgrounds.

 

The legal members (up to 10 positions available) must be qualified lawyers with no less than seven (7) years’ post-qualification practicing experiencing and with substantial experience in legal issues affecting sport or substantive involvement in sport in some capacity. Subject to experience, legal members may be asked by the President to act as Chair of a panel or as a sole-member panel. One or more of the legal members shall be appointed as President of the Independent Tribunal.

 

The sport members (up to 10 positions available) must have substantial experience in sport over a minimum of a 10-year aggregate period. Prior knowledge and/or experience in anti-doping would be advantageous. The IPC is looking for members from a range of capacities including, for example, a retired athlete or coach, administrator, sports scientist, sports physician or other participant in sport.

 

The IPC is also currently looking for an experienced legal member to act as President of the Independent Tribunal. The President shall assume additional responsibilities regarding the management and organisation of the Independent Tribunal in accordance with the Procedural Rules of the Independent Tribunal.

 

For all positions, a keen and analytical mind is necessary. Independent Tribunal members are expected to prepare thoroughly in advance of hearings and to maintain a professional and dedicated approach to their work.

 

The term of appointment to the Independent Tribunal is generally four (4) years, which may be renewed at the end of that term (to a maximum of three (3) terms). The Independent Tribunal will largely conduct its work online. Hearings are generally conducted via written submissions, however, remote oral hearings or meetings conducted by way of videoconference may be required at times. In exceptional circumstances, a hearing or meeting may be held in person.

This is a voluntary role and as such there is no remuneration. However, expenses are paid in accordance with the IPC’s policies. Administrative support is provided by the secretariat of the Independent Tribunal.

CORE REQUIREMENTS:

Independent Tribunal members must:

  • Hear and determine proceedings brought before the Independent Tribunal as a member of a panel appointed by the President.
  • Liaise with the Secretariat on procedural matters (through the President and/or Chair of the panel).
  • Review and/or assist in drafting written decisions of the Independent Tribunal.
  • Be able to work cooperatively with a team of people including the President, other Independent Tribunal members and the Secretariat.
  • Be positive advocates of the Independent Tribunal and its work and be committed to ensuring its integrity and credibility.
  • Maintain the highest levels of integrity, consistent with their role as members of a quasi-judicial statutory body, including maintaining strict impartiality and confidentiality.
  • Be fluent in written and spoken English.
  • Be independent of the IPC, meaning that they cannot hold, or have held, any role in any capacity with the IPC (other than a position in a disciplinary or appeals tribunal or similar) in the four years prior to their appointment to the Independent Tribunal. They may be or have been involved in Para sport in other capacities (including as a delegate of an IPC Member), provided that the role was not with the IPC.


In addition to their responsibilities as an Independent Tribunal member, the President of the Independent Tribunal is responsible for appointing members to sit as a panel to hear individual cases, subject to availability and requirements.

Any recommendation for appointment to the Independent Tribunal will be decided by the Governing Board, following a recommendation by the Nominations Panel, and may be subject to vetting to confirm the applicant’s eligibility for appointment.
