1. Background

The City of Liverpool is host to the World Gymnastics Championships in 2022. (WGC2022)

The International Gymnastics Federation (FIG) awarded the event to the UK following a successful bid between Liverpool City Council, UK Sport and British Gymnastics. Liverpool City Council are the delivery organisation and lead the Local Organising Committee, working in partnership with several stakeholders.


Liverpool is a place with a belief in the ability of major events to effect long-lasting transformational change, and it is also one of the country’s great sporting cities. The World Gymnastics Championships 2022 will be one of the largest international sporting events ever to be held in Liverpool. Held at M&S Bank Arena in Liverpool from 29 October to 6 November 2022, more than 550 gymnasts from 75 countries are expected to compete.


The Championships represent the pinnacle of elite artistic gymnastics competition, attracting a substantial worldwide audience. The 2022 iteration of the World Gymnastics Championships will be the first staged since FIG undertook a modernisation of the Olympic qualification process, meaning the first three placed teams will qualify for the 2024 Olympic Games. The atmosphere is sure to be electric as athletes go head-to-head in displays of poise, power, precision and artistry over nine action-packed days. 2. The Role

We are looking for a freelance Project Director to lead the team as maternity cover for an initial 6 month period (with the possibility of extension and potential of Championship role in due course).
This is a fantastic role for an experienced Project Director to continue the planning of the 2022 Championships, offering an opportunity to shape a unique and prestigious, world-class major international sport event.

We’re looking for someone who can hit the ground running and continue to drive the work of the LOC and the Board and who knows how to stage an event from the inside out. You’ll have first-hand experience of delivering a high profile sports event and have a great overall understanding across all functional area delivery and governance overview. You’ll also be able to advocate and champion the event, ensuring the City, British Gymnastics and UK Sport get the maximum benefit and legacy from hosting. The role is based within Liverpool City Council sports governance framework and will work closely with the Chair of the Event Delivery Board. The successful candidate will manage the governance and administrative framework, the delivery plan, project timelines and the event budget.

The ideal candidate will be passionate and committed to staging the greatest ever World Gymnastics Championships in Liverpool in 2022.

The successful candidate will be able to demonstrate:

  • Extensive project management experience within the major international sports event sector
  • Strong experience of sports governance models including working at Board and Local Organising Committee level to oversee and support event delivery
  • Extensive operational experience of managing major international events and understanding of cross functional area delivery
  • Experience of working in a diverse and developing environment where you have been instrumental in managing change successfully
  • A track record of working in successful partnerships with a wide range of internal and external bodies, including governmental and non-governmental organisations, the private and voluntary sectors to deliver successful project outcomes
  • Experience of managing large event budgets

This is ideally a full-time role but it is understood that the successful candidate may already have work and personal commitments – please ensure that you indicate an accurate indication of your capacity within your application. The base location of the successful candidate can be flexible but there will be a requirement for significant attendance in Liverpool to manage the event team and liaison with key internal and external stakeholders. It is anticipated that the role will begin mid August 2021 for 6 months, an extension period and / or Championship role will be discussed during the duration of the contract.


3. Delivery Requirements

  • To lead the delivery of WGC22 working directly to the Strategic Lead for Major Sports Events, leading on event governance including reporting on the event to the Event Board and Chair, Sub Boards and Chairing the Local Organising Committee.
  • Responsible for continuing to build and deliver the organisational structure and working with Liverpool City Council (LCC) and British Gymnastics (BG) to recruit staff and volunteers and lead the WGC2022 delivery team.
  • To provide operational leadership for the delivery of WGC2022 including ownership of the Championships Operational Plan, managing and coordinating all functional areas in the Liverpool WGC22 Championships Team.
  • To work closely with the Strategic Lead for Major Sports Events to ensure social impact of the Championships is linked to the cities City Plan and covid response plans and highlight opportunities across the wider portfolio.
  • To oversee the event budget and audit and to make key operational and financial decisions in line with agreed budget tolerances; where necessary consulting with the Strategic Lead for Major Sports Events and escalating to the Finance & Risk Sub Committee.
  • To ensure that the commercial income for the event is achieved by overseeing ticketing, overseeing the sponsorship agency and additional income sources such as broadcast & TV production are achieved and effectively integrated into the planning and delivery of the Championships.
  • To oversee the identification, mitigation and management of risk and take ownership of the overall event risk register, overseeing readiness and contingency planning.
  • To set and manage key project milestones and deliverables and report on these at Board at the earliest possible opportunity.
  • Work closely with UK Sport to ensure the event is delivered in line with UK Sports key deliverables and in line with the conditions of their grant award towards the event.
  • To ensure that the WGC2022 event delivery is aligned to LCC’s priorities to target groups and communities within the Liverpool City Region relative to levels of participation in physical activity and sport by adults/young people and children in order to drive legacy benefits of hosting.
  • To ensure the Championships deliver to the quality standards set by the FIG.
  • To liaise with the British Gymnastics Competition Director to ensure that all FIG rules including all relevant technical rules, event operation manuals and branding guidelines are being respected and followed.
  • Maintain relationships with key stakeholder including but not limited to the venue, the M&S Bank Arena

It is anticipated that the successful person will be able to demonstrate the following personal skills:

  • A recognised project management qualification and/or a track record of successful application of such management systems to major sports events management
  • Extensive operational experience of managing major international events
  • Extensive project management experience within the major international sports event sector, demonstrating an ability to lead, manage and supervise staff and project teams and to work in a multi-disciplinary team environment
  • Strong experience of sports governance models including working at Board and Local Organising level to oversee and support event delivery
  • Experience of working in a diverse and developing environment where you have been instrumental in managing change successfully.
  • A track record of working in successful partnerships with a wide range of internal and external bodies, including governmental and non-governmental organisations, the private and voluntary sectors to deliver successful project outcomes
  • Experience of managing large event budgets and evidence of success of delivering within tight budget constraints and with limited resources
  • Extensive understanding of the major sports event delivery requirements of British and International Sports Federations
  • Experience of working with a volunteer workforce
  • Evidence of ability to liaise with, understand and deliver the key operational requirements of the major sports events industry, broadcasters, media, sponsors and key stakeholders
  • Excellent leadership skills
  • Excellent communication skills, including the ability to articulate information; to present clear, accurate and concise reports and presentations to a wide range of audiences reflecting political sensitivities where appropriate
  • Strong project management skills on complex events over significant timescales of planning at a senior level
  • The highest personal integrity and loyalty, supportive to colleagues, with a drive to deliver corporately on the City Council’s vision and values
  • An understanding of and a personal commitment to the vision, aims, values and priorities of Liverpool City Council

4. Payment

The fee for the delivery of this role for the 6 month period is up to £35,000 depending on availability and experience.
