Judicial Services Officer
The Football Association have an exciting opportunity for a Judicial Services Officer. This exciting administrative role provides a unique opportunity to contribute towards the governance and regulation of football. The primary function of the Judicial Services department is to facilitate hearings and provide administrative support to Panels appointed to deal with a variety of case types.
These Panels include Regulatory Commissions and related Appeal Boards which deal with disciplinary incidents from the Premier League, EFL, Steps 1-4 in the football pyramid, the Women's Super League, and Women's Championship. Example cases include wrongful dismissal claims after a player has been sent from the field of play or misconduct charges ranging from improper conduct in the technical area to betting on football.
The next Panel is the Safeguarding Review Panel (SRP). The SRP considers cases, from all levels of the game, referred to them by the Safeguarding team. The SRP assesses the risk of harm that individuals may pose to children and vulnerable adults in football. Finally, there are Appeals Boards convened to hear appeals against decisions other than those by a Regulatory Commission. Most often these are appeals from Participants against a decision of their County FA or affiliated league at grassroots level of the game.
About the Team
Working to protect the integrity of football, this team supports the FA as a business, while acting as a regulator both on and off the field. They get involved in everything from behaviour and regulations on the pitch, to checking contracts - and to ensuring young people can enjoy the game in a safe environment.
What will you be doing?
- Acting as Secretary for Panels during hearings whether in Wembley, remote or offsite, as required. Particularly, for Regulatory Commissions hearing involving the professional game.
- Provide creative hearing & administrative support as well as advice on disciplinary procedures & tasks where appropriate.
- Monitor and coordinate communications received, whilst providing assistance in the day to day workings of the Judicial Services team.
- Reviewing of written reasons, identifying obvious errors before issuance to parties and/or publication, whilst assisting with review of additional reasons as they arise from time to time.
- Issue written reasons in a timely fashion, maintain up to date written reasons library and server filing system.
- Liaise with the Judicial Panel Chairman
- Update The FA Communications team in relation to applicable decisions.
- Provide appropriate assistance on procedures to clubs and Participants for matters relating to Judicial Services.
- Assist in the production and distribution of guidance and/or educational content.
- Monitor and coordinate scheduling of hearings, including but not limited to issuing case papers, booking of meeting rooms/hotels, while dealing with general queries relating to same. Also carrying out any other required administration for personal and non-personal hearings.
- Perform weekly, monthly, bi-annual, annual and ad-hoc administration tasks for the team as required.
- Execute the admin fees and fines invoicing process when required while maintaining an up to date account of all relevant monies (received, outstanding or payments plans) on the applicable systems. Act accordingly on any non-payments.
- Assist with tasks relating to Judicial Panel Members as they arise.
- Works collaboratively with key stakeholders.
- Regularly shares information and updates, maintaining a high level of communication across the team.
- Completes work to high standards and continually looks for ways of improving performance and customer service.
- Note potential improvements to internal procedures and submit recommendations to line manager.
- Creating and/or maintaining up to date pro formas/templates in relation to the team's differing tasks & objectives.
- Process relevant invoices and purchase orders in a timely fashion.
- Liaising with the Equality Department in relation to mandatory education orders, and other relevant matters should they arise, whilst ensuring non-compliance breaches are dealt with in a timely manner.
- Executes additional tasks as required in order to meet FA Group changing priorities.
- Comply with all company policies and procedures to ensure the highest standards of health, safety and wellbeing can be maintained.
- As part of The FA's commitment to ensuring a safe environment for everyone in football, every employee will be required to complete a DBS check. The level of the check required will be based on the activity of the specific job role and in line with legislation and government guidance.
What are we looking for?

- Strong understanding of the structure and characteristics of the Premier League, EFL, National League and National League System.
- Previous experience working in a regulatory, legal, enforcement or sport environment.
- Proficient skills in Microsoft Office.
Beneficial to have:
- Sound knowledge of FA Rules and Regulations and knowledge of internal FA Governance policies and practices.
- Experience working in a high profile environment where decisions can be picked up by the media.
- An understanding of safeguarding principals.
- Ability to work to the highest standards and set priorities with minimal supervision.
- Knowledge of the County FA disciplinary process.
