The Head of Events Rugby Operations, reporting to the Director of Team Services and Rugby Operations, will play a critical role in driving the development of the Rugby Operations provision for Events and Media tournaments across men’s and women’s Rugby World Cups and advising where appropriate on SVNS Series.

The role will contribute to developing the strategic vision for Rugby Operations, help to create a centre of excellence for the leadership and management of service provision and thereby contribute to the creation of WR Events and Media as a leader in the planning and delivery of Major International Events. The role will play a key part in the operational team of WR Events and Media, working in a collaborative and integrated manner with the broader WR Events and Media team and representatives from key Corporate Services and Federation Functional Areas, as well as collaboratively guiding the LOCs.

PRINCIPAL ACCOUNTABILITIES:

Creation and ongoing development of the Events and Media Rugby Operations strategy for future Rugby World Cup delivery

  • The role will be responsible for leading the interactions with the respective WR Federation experts for the creation and continuous development of the blueprint for what rugby services should be provided, to what standard and in what manner – as appropriate to the respective tournament.
  • The role will lead codifying the requirements in the Standards and Delivery Frameworks toolkit to guide and support LOCs in the development of their Functional Area Operating Plans.

  • Disciplinary & Integrity
  • Working with LOCs and other stakeholders, the role will lead the development of the delivery and resourcing models for men’s and women’s Rugby World Cups – identifying efficient and effective processes and methods of delivery.
  • Continuously leveraging and balancing the development of standards for Tournaments and Events with the economics of the Game and of the individual Tournaments.
  • Close collaboration with the Head of Team Services on strategy, standards and delivery.

Provide functional expert leadership and oversight for the LOC staff in the Rugby Operations Functional Areas

  • Provide inspiring leadership to the Rugby Operations LOC Functional Area team members.
  • Role model the World Rugby values in creating a Centre of Excellence for Rugby Operations within WR Events and Media – providing the most effective and efficient model for the Function within the economic envelope of the Game and the organisation.
  • Specific areas of engagement include but not exclusive to:
  • Match Venue planning for competition areas including the playing enclosure
  • Rugby and match equipment
  • Policy and document development
  • Monitoring risks, issues and milestones
  • Testing and readiness programme
  • Input into relevant training programmes and workshops
  • Match Officials requirements and appointments
  • Games Systems integration into match day delivery
  • Match Officials and Ball team kit
  • Anti-Doping Programme contracts and programme requirements including Keep Rugby Clean campaign
  • Disciplinary & Integrity Programme requirements
  • Medical – Team & Match Officials provisions
  • Act as the link between the LOC and World Rugby IF departments including Regulatory & Legal, Player Welfare & Rugby Services, Competitions & Performance for relevant tournament planning and consultation requirements to ensure WR IF standards are met.

Lead and deliver the Match Commissioner Programme

  • Develop the strategy, recruit, contract and train the World Rugby Events & Media appointed Match Commissioners in all RWC tournament-specific requirements, coordinating with the LOCs and WR Federation.
  • Deliver the Match Commissioner Development Programme at all Rugby World Cups.
  • Manage the associated budgets.

Input into and Co-ordinate the development of the Teams Terms of Participation as it relates to Rugby Operations

  • The role will be key in co-ordination of the strategic development of the Terms of Participation for Rugby World Cups and the template for other WR tournaments as appropriate.

Lead in the development of the Match Officials Terms of Participation

  • Working with WR IF and other functional areas, lead in the development of the Match Officials Terms of Participation for Rugby World Cups.

Develop Rugby Operations budgets in line with World Rugby’s commercial outcomes and objectives

  • Contribute to the development of LOC budgets for the delivery of Rugby Operations as appropriate for the specific tournament
  • Ensure the completeness of budgeting, evaluating the risks and implications of service provision against the agreed standards – operational, client satisfaction and cost constraints
  • Manage central Events and Media budget for Rugby Operations activity

QUALIFICATIONS & EXPERIENCE:

  • Rugby Union event delivery experience essential
  • Preferably over 5 years’ experience in a senior tournament delivery role within amajor sportingeventlandscape.
  • Preferably be a World Rugby qualified Match Commissioner
  • Experience of working in elite high performance sporting team environments
  • Demonstrable success in leading and managing a wide portfolio with multiple demanding stakeholders – providing direction and development, through to overseeing operational planning and delivery.
  • Excellent project management methodology and approaches – with experience of developing complex roadmaps, creation of strategic tools for guiding the planning and delivery of major international projects and holding stakeholders to account for delivery against specific agreed objectives.
  • Experience of budget management and balancing delivery against expenditure and affordability.
  • Experience of working with teams of senior and experienced individuals and multi-functional / virtual teams to achieve the integrated delivery of complex projects.

Most of our roles offer hybrid working, with two core office days (Tuesday & Wednesday) and a third day of your choice to be with colleagues in the office. This applies to our Dublin and London offices. The remaining two days are flexible, so you can choose to work from home or be in the office.
