The Job:

2023 Cycling World Championships Ltd will be a lean, central team managing several championship-wide services, including transport. 2023 Cycling World Championships Ltd will also contract the support of a number of event delivery partner ‘spokes’ to deliver operations and services specific to the individual sports disciplines which will be based in across Scotland.

Reporting to the Transport Manager the Fleet Manager will be responsible for leading the planning and implementation of the championships’ transportation Fleet services. Working closely with vehicle providers and the official provider should the Championships get one on board as well as the rest of the Transport team and Fleet depot.

The successful candidate must ensure the event’s Fleet service operations are delivered to the contractually agreed specifications within budget and to the high level expected for this event.

Main Tasks:

• Ensure effective scoping and efficient delivery of the fleet transport elements of this pan- Scotland, new format event.
• Working with the Central Services and Sport Services managers, define fleet transport requirements across the Championships.
• Contract management of fleet supplier(s) for operational fleet vehicles, sport competition fleet vehicles and bikes
• Budget management for all fleet activities
• In conjunction with the Road Race Manager fully scope transport services required for field of play delivery such as Temporary Traffic Regulation Orders, emergency service access, vehicle crossing points
• Lead the planning and delivery of the fleet transport services for key client groups at championships time. These services will include fleet vehicles, pool vehicles, bikes & ebikes, dedicated individual services and scheduled shuttle services and will be delivered in line with sustainability goals and ambitions
• Work with procurement colleagues to identify and procure a suitable fuel card supplier.
• Establish systems and processes with fuel card supplier, managing the system at championships time and tracking fuel usage.
• Ensure the commissioning and decommissioning of all Fleet vehicles, preparing vehicle packs, branding installed, and vehicles passed over to clients.
• Source, manage and establish fleet tracking software and scheduling systems with a commercial provider. Tracking software will include either tracking systems being fitted to vehicles or a driver-operated solution.
• Create fleet transport operations plans for central, hub-managed venues such as official hotels, transport hubs and other non-competition venues including routes to and from venues.
• Work with the fleet vehicle supplier/s to identify exact specifications of vehicles
• Design layout and overlay requirements for interior and exterior of fleet depot.
• Work with internal colleagues and external partners to shape and create transport policies and procedures.
• Establish effective relationships and positive communications with key stakeholders and client groups to ensure effective service provision and integration into event-time delivery. This will include liaising with senior representatives of the UCI.
• Working with the Transport Manager to grow the fleet transport team through to championships delivery time in line with the championships recruitment policy.
• Scope requirements for the fleet volunteer team, including volunteer drivers, in conjunction with colleagues in the Workforce team.
• Management of external suppliers, establishing excellent working relationships to guarantee high-level service provision, on budget and on time.
• Ensure that delivery is managed to support the strategic objectives of the 2023 Cycling World Championships: integrate the broader policy and long-term objectives and the innovative nature of this inaugural event into its operations.
Our structure will evolve so the successful candidate will be expected to be heavily involved in the day-to-day operations. It is also expected the responsibilities of this role will evolve during the lifespan of the event.

What you must have:

The successful candidate will have significant experience within the event transport sector, and be a confident self-starter, as well as the ability to adapt and meet the changing needs of an inaugural major event.

Experience, Knowledge & Skills:

Experience

• Experience of working within fleet transport operations in a managerial capacity at major events.
• Experience in dealing with electric vehicles in a fleet environment.
• Experience dealing with vehicle manufactures and/or vehicle hire companies
• Experience of negotiating and managing hire contracts
• Experience of delivery of International Federation led sporting events is preferred.
• Experience of working within a high-pressure environment, dealing with, and responding to, a variety of demanding clients and/or stakeholders.
• Experience of budget management and performance reporting.
• Experience of contract management, performance tracking and issue resolution.
• Experience in recruiting and managing teams.
• Good IT skills and experience with data management principles that will ensure precise and timely data input.

Knowledge

• Detailed knowledge of LOC structures and the wider range of functional areas involved in major sports events.
• Good understanding of the processes around commissioning and decommissioning vehicles.
• Knowledge of UK road laws
• Thorough understanding of major event Fleet transport management from the ground up, including route planning and operations, staging/parking and load zone planning and operation, and transport workforce training, rostering, and management.
• An understanding of the geography of Scotland and the various Local Authorities.
• An understanding of UK public sector processes such as procurement.
• Knowledge of cycling events would be beneficial.

Skills

• High level of organisational skills and experience in managing multiple priorities simultaneously.
• A methodical and analytical approach to completing work, with excellent attention to details.
• Excellent negotiation and supplier management skills.
• Strong financial management, with a track record of working with complex budgets.
• Ability to successfully manage the demands of an evolving organisational structure, remaining flexible, resilient, and positive through organisational growth and other challenges.
• Highly collaborative, engages effectively with colleagues and takes the time to engage with team members to build rapport whilst demonstrating strong leadership skills.
• Comfortable with the use of technology including databases and Client Management Systems.
• Excellent written and verbal communication skills with the ability to tailor communication style to diverse groups.
• Ability to identify project risks and issues, to propose creative solutions and escalate as appropriate.
