The Union Cycliste Internationale (UCI), the international federation for cycling, currently stages annual individual world championship events in each of its cycling disciplines (from Road and BMX Racing to Urban and Para Track Cycling) in different host cities around the world.

In 2023, the inaugural UCI Cycling World Championships (‘2023 UCI Cycling Worlds’) will bring together 13 UCI world championships from 7 different cycling disciplines in one unprecedented event for the first time ever, which will see thousands of the world’s best able-bodied and para cyclists vying to be crowned world champion and win the prestigious ‘rainbow jersey’. The 2023 UCI Cycling Worlds is set to be the biggest cycling event ever to take place.

What is the job?

Reporting to the Sport Services Manager the Cycling Specialist Workforce & Equipment Manager will have the responsibility for the end-to-end management of the Commissaries, Motos and Drivers and any other identified sport specialised workforce for the 2023 Cycling World Championships.

This role provides an exciting opportunity for a motivated and confident post holder to be involved in an external facing international sport role, shaping and implementing the delivery model for a ground-breaking event format. Sharing innovative thoughts and applying learnings from previous experience will allow the successful candidate to be instrumental in setting new industry benchmarks for event delivery and societal impacts.

Key tasks:

• Compile the master sport equipment list across the championship and ensure that is captured either in UCI, Spoke or Hub deliverables. Where Cycling Worlds is the equipment and service provider the role will therefore require the management of the procurement and contract management of the required equipment and services identified.
• Management of the implementation of the Commissaries policy consistently across all Spokes.
• Establish effective relationships with British Cycling, Scottish Cycling & UCI for the identification, recruitment and scheduling of the Commissaries team.
• Be the key point of contact for all Commissaries – ensuring coordinated delivery of information from across the Hub services, Spokes and UCI. Ensure this understanding is communicated effectively throughout the organisation across all directorates to ensure all services are delivered effectively.
• Work closely with colleagues in the Operations, Sport, Policy and Commercial, Marketing & Communications departments to create effective cross-functional planning systems and integrated delivery plans that will enable successful delivery.
• Working with the procurement team and to public procurement guidelines to support the procurement process for external suppliers required to deliver sport workforce and services.
• Ensure that delivery is managed to support the strategic objectives of 2023 Cycling Worlds: integrate the broader policy and long-term objectives and the innovative nature of this inaugural event into its operations

Staffing, Reporting & Administration:

• Support the development of operational project plans and, in conjunction with the Head of Sport Delivery, Sport Service Manager and Project Management Office (PMO), ensure operational timelines, risks and issues are integrated into the business-wide 2023 Cycling Worlds Plan.
• Contribute to regular budget reviews and adhere to agreed policies and procedures.
• Prepare reports and information as required to the Heads of Department, Directors, CEO and 2023 Cycling Worlds Board.
• Contribute to the development of the Sport department’s championships-time recruitment strategy.
Our structure is lean and agile so the successful candidate will be expected to be heavily involved in the day-to-day operations.
Responsibilities for this role will evolve during the lifespan of the project and as the Sport Services operational planning develops, it is therefore likely that the role responsibilities and scope will evolve with the changing needs of the Championships.

What you must have:

The successful candidate will have experience of working in a similar role in previous single or multi-sport and /or multi-venue event, with a clear understanding of the specific Cycling competition workforce and services required and the operational delivery knowledge to manage and coordinate their delivery. The post holder will also need the ability to adapt and meet the changing needs of an inaugural major event.

Experience, Knowledge, and Skills:

Experience

• Relevant experience delivering major events on public roads and the Cycling Sport service teams and equipment required to deliver this.
• Experience working with National Sport Federations and the UCI in the recruitment, coordination and management of Commissaries (Tech Officials) for major events.
• Experience in working with Local and National agencies in the provision of Road Sport services specifically in the provision of Moto and Driver requirements as well as Road Radio systems
• Experience working within a high-pressure environment, dealing with and responding to a variety of demanding clients and/or stakeholders.
• Experience interacting and coordinating with multi-agency delivery partners to achieve a collaboratively delivered event.

Knowledge

• Significant knowledge of international and domestic cycle sport and cycle sport events. • Detailed knowledge of Sport regulation across different cycling disciplines specifically all road disciplines and of the team and equipment required. • Knowledge of major event / major project planning and operational delivery processes and the operational complexity that brings is advantageous.
• An understanding of UK public sector processes specifically procurement is prefered.
