Role Purpose

Working as a key member of the Business Operations team, the Project Manager will be responsible for driving the progress of the Video Assistant Refereeing (VAR) Project and managing the day-to-day project and operational related tasks. The potential introduction of VAR technology in top-flight football in England is a high profile, complex and dynamic concept that requires a high degree of sensitivity, commitment and attention to detail to maximise the chance for smooth implementation in the future. The successful candidate will join the multi-disciplinary wider project team in the early planning stages and play a key role in this project through testing and training phases before full operational implementation is considered.

Main duties include but are not limited to:

  • Develop a detailed understanding of the requirements of the overall VAR programme and working with the programme manager to ensure there is a robust programme and milestone plan underpinning VAR testing
  • Key member of the central team with responsibility for developing the planning, delivery approach, budget, schedule and programme management for VAR testing programme
  • Manage the day to day coordination of the project and all related workstreams
  • Lead key operational aspects of the project including working with the Premier League to devise, plan and deliver football tournaments and standalone games to enable simulated testing of the Video Referees with on field Referees
  • Act as main point of contact for all workstream leaders, project resource and other relevant 3rd party suppliers, managing communication and information flow between all delivery parties
  • Support project leads in developing detailed operational plans for each phase of testing and transition to full VAR implementation
  • Act as Operations Manager in the VAR Control Centre for selected simulated and live tests
  • Develop and implement a robust process for programme management including risk and issue tracking and management of decision logs
  • Identify, monitor and resolve/ escalate cross workstream issues in a timely fashion
  • Support in the development and testing of related policies and procedures and training programmes
  • Facilitate effective communication between workstreams and the central programme management team including information flows
  • Ensure coordination of planning processes across the programme, to time and to budget, with appropriate resources allocated
  • Setting up and maintaining administrative documentation and information management systems for workstream leaders and stakeholders
  • Support project related meetings, preparing and circulating agendas, papers and minutes and attending to practical arrangements
  • Ensure key lessons learnt are fed into subsequent phases of the project and implementation

Person Specification 




  • Educated to graduate level and at least 5 years’ experience in:
    • Project Management, delivering large scale, complex, multi-disciplinary projects to challenging timeframes
    • Programme Management, including milestone tracking, development of project plans and coordination of multiple workstreams
  • Experience in collaborating with, and providing business recommendations to, senior management
  • Experience in supplier contract and budget management


  • Good knowledge of MS Office and Office 365 suite of products
  • Project Management methodologies and principles


  • Able to interact and build working relationships across stakeholders and workstreams
  • Able to operate in dynamic working environment, handling multiple tasks
  • Able to make informed judgements and decisions
  • Excellent organisational skills, task focused, with commitment to completion
  • Able to prioritise a mixed workload and adapt to a dynamic project environment
  • Able to produce (user-friendly) high-quality documentation, including project plans, trackers, logs and minutes
  • Able to focus on multiple projects, plan time effectively and meet deadlines while maintaining accuracy through strong project management
