Senior Manager Venue Transport (direct reports 5)

The Asian Indoor & Martial Arts Games (AIMAG) is a new multi-sport event, formed from the merger of the Asian Indoor Games and the Asian Martial Arts Games. Participants include athletes representing countries from Asia. The Games will take place in September 2017, with 62 NOC's participating across 21 sports.

Trivandi Chanzo Ltd (TCL) have been appointed as the operator for games planning and delivery for Ashgabat 2017. Individuals will be employed by TCL – global leaders in operational delivery for Sports and Major events.

General Responsibilities:

  • Define and develop the Ashgabat 2017 Venue Transport Plan in association with the Ashgabat Municipality, Ministry of Transport and Key Internal & External Stakeholders
  • Develop the Venue Transport operations plans based on outcomes from Model Venue Exercise and in line with FA Operational Plans and Concept of Operations.
  • Scope the Venue Transport requirements necessary to support the Games-wide Transport operations of Ashgabat 2017 for the following locations:
  • Competition Venues
  • Training Venues
  • Non-Competition Games Time Venues
  • Ashgabat International Airport
  • Ashgabat Train Station
  • Bus hubs and malls (in coordination with the Bus & Fleet Car System Owners)
  • Accommodations
  • Scope the Venue Transport requirements necessary to support the Arrivals & Departures plus Opening and Closing Ceremonies operations in relation to the above mentioned locations 
  • To ensure all the necessary legal permissions are in place to implement the transport plan at Games time (e.g. Planning Consents, licences, Traffic Regulation Orders, etc.)
  • To manage internal and external stakeholders including running the Venue Transport Working Group for assigned venues
  • Co-ordinate and prepare all necessary tender documentation for development of Venue Transport agreements
  • Provide budget support for the Venue Transport function, including budgetary gap analysis and recommend any remedial action
  • Analyse the requirements games-wide of all venues (to include Competition, Training, Airports, Rail and Bus Stations) and develop strategies to ensure successful fulfilment
  • Oversee the identification of land requirements, layout design and operational plans for all vehicle staging, parking and (un)loading areas
  • Research the required information to design Games venues, sites and facilities
  • Develop projected staff roles and responsibilities to support the Transport function to ensure systematic and seamless delivery of all clients and stakeholders requirements
  • Work with Security to produce an overall Venue Transport plan for vehicle Screening Areas
  • Work with Bus & Fleet Car Systems owners to integrate system wide planning on a venue by venue level
  • Develop Policies and Procedures as parameters for Venue Transport activities
  • Research the required information to design Games venues, sites and facilities

Skills and Experience:

Knowledge:

  • Competent in managing multiple projects in a high-profile multi-sport Games environment or equivalent
  • Competent in translating client requirements into efficient Transport  operations
  • Ability to work within a multi-disciplinary organisation and to build active, cooperative partnerships with external organisations in an integrated manner
  • Understanding of Venue Transport management from the ground up – to include route development and planning

Specialist Skills:

  • Proven experience in managing Venue Transport operations.
  • Knowledge and understanding of Venue Transport components of Major International Sports events strategy and plan
  • Detailed technical knowledge and understanding of Games Services Transport requirements
  • Assertive, but diplomatic
  • Passionate, reliable, committed to client service levels

The SMVT will ensure that the Venue Transport programme is adequately resourced with suitably qualified and experienced personnel to deliver successful games and will motivate, develop and support relevant staff according to the Ashgabat 2017 Workforce strategy and associated policies and procedures.

The SMVT will effectively review baseline budgets for Venue Transport and periodically undertake reviews to identify savings or shortfalls.  SMVT with look to maximise opportunities to define service levels within agreed budgets and will collaborate with Procurement, Sponsorship & Marketing to identify all Venue Transport procurement requirements and identify VIK and sponsorship opportunities where possible.
